Democratic control with the military in Montenegro
Norway assists the Government of Montenegro in establishing and consolidating the administration and management structure in the area of defence through a multi-annual project (2008-2011). The project is part of the NATO-led assistance to Montenegro.
The Norwegian Ministry of Defence (FD) has signed an agreement with the Ministry of Defence in Montenegro on a number of measures which aims at strengthening the democratic control of the armed forces in Montenegro.
The project includes assistance to the introduction of an appropriate personnel policy, as well as developing guidelines and routines connected to policy-making, planning and budgeting.
Difi assists the Norwegian Ministry of Defence with the following:
- Development of personnel policies based on European standards, and strengthening of processes of policy development, planning and budgeting
- Guidance to the participants form the Norwegian Ministry of Defence regarding public administration reform, the development of good governance, and project management and organisation, all in a Montenegrin context
- Developing the main features of a model for Norwegian effort which can be used in similar projects
