Institution building

Institution building is one of the main elements in many Norwegian aid projects, and such assistance is given to a number of states in Europe and other parts of the world. The purpose of this type of assistance is to contribute to better governance in the recipient countries.

Institution building focuses on the establishment of a professional and efficient public administration, guided by democratic ideals. This means to close down and / or renew the old institutions and to create new.

The assistance can contribute to developing:

  • the institutional framework in the public sector and administration (e.g. how to distribute and organize authority and tasks)
  • work and decision making processes in the public administration
  • individual branches/ agencies (establishment, organization and staffing)
  • HR procedures and systems Institution building is a complex and demanding instrument in the area of development and aid policy. It is important that the aid both is based on experiences with institution-building and understanding of local conditions in the recipient country.

Examples of assistance from Difi in this area:

  • strategic advice to the Ministry of Foreign Affairs (MFA) on Norway's commitment to institution building in the Western Balkans
  • assistance to the Ministry of Defence in connection with a project on the development of a Defense Ministry in Montenegro
  • projects related to public administration reform and development in Macedonia and Croatia financed by the Norwegian MFA
