Institution building in the Western Balkans

Institution building and public administration reform (PAR) will be a vital part of the Norwegian policy towards the Western Balkans in the years to come. The Ministry of Foreign Affairs (MFA) has requested Difi to identify problem areas that may be subject to further Norwegian involvement and project cooperation in the region.

Difi's project was started in November 2008 and concluded in August 2009 (Promoting Good Governance in the Western Balkans. Norwegian Support to Institution Building in Bosnia and Herzegovina, Macedonia and Serbia, Difi report 2009:6). It focused on three of the countries the MFA prioritize to support; Bosnia and Herzegovina, Macedonia and Serbia.

Firstly, the study is based on a review of available literature on experiences with institution building in East and Southeast Europe. Secondly, relevant documents were reviewed and interviews were conducted with the OECD/SIGMA in Paris. Finally, interviews were carried out with international actors and stake holders, as well as representatives from the governments in each of the three countries.

For each of the three countries, the following was outlined:

  • main plans and challenges with regard to institution building
  • plans for international support in addition to the Norwegian
  • Norwegian experiences with commitment and cooperation so far
  • identification of possible areas for Norwegian efforts within a three-year perspective

The general analysis and Difi's recommendations for Norwegian investment and commitment to institution building and the promotion of good governance are included in the main report. The country specific project ideas are described in a separate appendix attached to the report
