ICT architecture principles
Public enterprises are required to use the architecture principles as a base for any ICT project that is proposed as a priority in the budget process. This applies whenever the proposals are in regard to the development of new ICT systems or to significant development of existing systems. Any deviation from the principles must be justified - "Use or explain".
In Report no. 19 (2008-2009) to the Storting A public administration for democracy and community, the Government decided that any development or significant restructuring of public sector ICT systems shall be made subject to seven overarching principles. The goal of the principles is to ensure a more user-oriented and cost-effective public sector management. The Agency for Public Management and eGovernment (Difi) has been tasked with the further development of the architecture principles in collaboration with central state agencies. Difi is also to provide guidance to state agencies in the use of the principles. In the first instance, the architecture principles are aimed at the state sector, but they are also recommended for the municipal sector.
Version 2.0 of the architecture principles further specifies the principles that were first detailed in version 1.0. The further specification provides guidelines regarding factors that may usefully be evaluated in the process that each agency faces in operationalizing the principles in relation to its own ICT solutions. However, the specification is not meant as a complete explanation for how each principle is to be understood. Difi will continue to work on how the principles are to be understood and used; this will be done in close collaboration with public agencies.
The architecture principles are currently being revised, and the new version will be published during spring 2012.
